Real Estate Purchase in Turkey

Can Foreigners Buy Property in Turkey?

Yes. Citizens of most countries can purchase real estate in Turkey. However, properties in military zones and certain restricted areas are excluded from foreign ownership.

A single foreign national may hold up to 30 hectares of property in Turkey. The total foreign ownership in any district may not exceed 10% of that district's total area.

Purchase Process

  1. 1Property is selected and visited; technical and legal due diligence is conducted
  2. 2Price is agreed upon and a preliminary sales agreement (ön sözleşme) is signed
  3. 3A deposit (usually 10%) is paid to reserve the property
  4. 4Buyer obtains a Turkish Tax ID number
  5. 5Required documents are prepared and submitted to the Land Registry Office (Tapu Müdürlüğü)
  6. 6An appointment is made at the Land Registry Office; title deed (tapu) is officially transferred
  7. 7Utilities (electricity, water, natural gas) are transferred to the buyer's name

Payment Methods

  • Bank transfer from abroad (SWIFT)
  • Transfer from a Turkish bank account
  • For citizenship by investment: all payments must be traceable through official banking channels
  • Cash payments above a certain threshold are not accepted for legal transactions

Taxes and Fees

  • Title Deed Transfer Tax: 4% of the declared property value (split 2% buyer / 2% seller, or as agreed)
  • Value Added Tax (KDV): 1% or 18% depending on property type
  • Annual Property Tax (Emlak Vergisi): 0.1%–0.6% of assessed value
